Developer Fees

Moorpark Unified School District (MUSD) collects developer fees (school impact fees) on new residential and commercial construction within the Moorpark Unified School District boundaries. The developer fee revenues are used to accommodate student growth within our boundaries. 

Background:

Government Code Section 65995 and California Education Code Section 17620 allow school districts to levy fees on residential and/or commercial/industrial construction projects within a school district's boundaries. The State Allocation Board (SAB) sets the per-square-foot Level I school impact fees ("Developer Fees") every two (even) years at its January meeting.  

Developer fees are determined based on the square footage of all new construction and additions on residential and commercial property within the Moorpark Unified School District boundaries. Any new additions or construction less than 500 square feet is not subject to a fee; however, the School Developer Fee form (Certificate of Compliance) is still required.

*August 15, 2022 the School District may begin levying any changes in Level I School Fees (60 days after the Board adopts the Resolution).

Process:

1.       Confirm that your address falls within the Moorpark Unified School District boundaries before submitting payment or requesting a quote. Use the School Finder linked here

2.       The individual (ex: homeowner/contractor/developer) must obtain a letter or document from the responsible city/county department indicating the appropriate square footage and building usage. This document is used to confirm the assessable space and square footage that is subject to developer fees.

3.       Fill out the “School Facilities Fee Certification of Compliance” form found here

4.       Bring the documents outlined in steps 2 and 3 to the Moorpark Unified School District office, along with payment.

5.       The MUSD Business Services department will verify accuracy of the documents, provide an estimate, take your payment and provide you with a completed Certificate of Compliance.

6.       Take the Certificate of Compliance to the respective city/county department and they can now issue you a building permit.

Please note, before issuance of a building permit, you must pay developer fees directly to Moorpark Unified School District.
